What is a Phase 1 Environmental Site Assessment?
A Phase 1 ESA is a non-intrusive investigation to identify potential environmental contamination risks on a property. No soil sampling or laboratory testing is conducted at this stage.
See our Phase 2 ESA page for more. In Ontario, the CSA Standard applies to real estate due diligence and financing; O.Reg. 153/04 applies to rezoning, building permits, or filing a Record of Site Condition.
Industrial and Commercial Context in Windsor
Windsor's industrial base is dominated by automotive manufacturing along Walker Road and the Ojibway Parkway corridor, reflecting the city's century-long role as a cross-border auto manufacturing hub.
Multi-Residential Development in Windsor
Multi-residential development is concentrated in the downtown core and along Ouellette Avenue, with a mix of established and newer mid-rise apartment buildings throughout the city. Properties near these commercial and industrial corridors are the ones most likely to require environmental due diligence before financing, redevelopment, or a change of use.
Why This Matters for Properties in Windsor
The redevelopment pressure on Windsor's older commercial and industrial land — a pattern seen across much of Ontario as municipalities intensify around transit and existing infrastructure — means environmental due diligence is an increasingly routine step in local development approvals.
How a Phase 1 ESA Is Actually Carried Out
The final Phase 1 report presents the assessor's professional opinion on whether Recognized Environmental Conditions exist, and if so, provides a clear recommendation on whether further investigation — a Phase 2 ESA — is warranted before the transaction, financing, or approval proceeds.
The historical records review typically draws on fire insurance plans, aerial photographs spanning several decades, and prior environmental reports where available, cross-referenced against the property's chain of title to identify past uses that might not be apparent from a site visit alone.
