What is a Phase 1 Environmental Site Assessment?

A Phase 1 ESA is a non-intrusive investigation to identify potential environmental contamination risks on a property. No soil sampling or laboratory testing is conducted at this stage.

See our Phase 2 ESA page for more. In Ontario, the CSA Standard applies to real estate due diligence and financing; O.Reg. 153/04 applies to rezoning, building permits, or filing a Record of Site Condition.

Industrial and Commercial Context in Ajax

Ajax's industrial base is concentrated south of Highway 401 near Salem Road and Westney Road South, anchored by developments such as Ajax Industrial on the Park, an 82-acre campus of modern distribution buildings.

Multi-Residential Development in Ajax

Multi-residential development is split by the 401: north of the highway, condominium and apartment buildings cluster along Church Street, Westney Road, and Kingston Road, while south of the 401 they concentrate along Lake Driveway and Harwood Avenue South near the Lake Ontario waterfront. Properties near these commercial and industrial corridors are the ones most likely to require environmental due diligence before financing, redevelopment, or a change of use.

Why This Matters for Properties in Ajax

In south Ajax, developments such as Ajax Commercial Condos on Bayly Street East illustrate the pattern common across the city: former industrial and commercial land being repositioned for higher-density use, which frequently triggers a Phase 1 or Phase 2 ESA as part of municipal approvals.

How a Phase 1 ESA Is Actually Carried Out

FIRE INSURANCE PLAN CITY DIRECTORY Search property records… SITE RECONNAISSANCE & HISTORICAL RECORDS REVIEW

The historical records review typically draws on fire insurance plans, aerial photographs spanning several decades, and prior environmental reports where available, cross-referenced against the property's chain of title to identify past uses that might not be apparent from a site visit alone.

Interviews are conducted with the current property owner or operator, and where possible with previous owners or long-term employees, to capture institutional knowledge of past spills, storage practices, or waste handling that may not appear in the written record.
