What is a Phase 1 Environmental Site Assessment?

A Phase 1 ESA is a non-intrusive investigation to identify potential environmental contamination risks on a property. No soil sampling or laboratory testing is conducted at this stage.

See our Phase 2 ESA page for more. In Ontario, the CSA Standard applies to real estate due diligence and financing; O.Reg. 153/04 applies to rezoning, building permits, or filing a Record of Site Condition.

Industrial and Commercial Context in Whitby

Whitby's industrial lands are concentrated in the Whitby Industrial Park near Thickson Road and Highway 401, alongside newer distribution facilities in the town's north end.

Multi-Residential Development in Whitby

The Thickson Road and Dundas Street corridors carry an expanding cluster of mid-rise apartment and condominium buildings, complementing established residential neighbourhoods near the Whitby waterfront. Properties near these commercial and industrial corridors are the ones most likely to require environmental due diligence before financing, redevelopment, or a change of use.

Why This Matters for Properties in Whitby

In Whitby, as in most established Ontario communities, a Phase 1 ESA is most often triggered by a property's proximity to active or former industrial, automotive, or fuel-handling uses, or by a proposed change to a more sensitive land use.

How a Phase 1 ESA Is Actually Carried Out

FIRE INSURANCE PLAN CITY DIRECTORY Search property records… SITE RECONNAISSANCE & HISTORICAL RECORDS REVIEW

Interviews are conducted with the current property owner or operator, and where possible with previous owners or long-term employees, to capture institutional knowledge of past spills, storage practices, or waste handling that may not appear in the written record.

In practice, the site reconnaissance is conducted by a qualified environmental professional who documents visible evidence of contamination, examines drainage patterns and surface staining, and notes the condition of any storage tanks, drums, or waste materials on site.
