What is a Phase 1 Environmental Site Assessment?

A Phase 1 ESA is a non-intrusive investigation to identify potential environmental contamination risks on a property. No soil sampling or laboratory testing is conducted at this stage.

See our Phase 2 ESA page for more. In Ontario, the CSA Standard applies to real estate due diligence and financing; O.Reg. 153/04 applies to rezoning, building permits, or filing a Record of Site Condition.

Industrial and Commercial Context in the Greater Toronto Area

The GTA contains the largest concentration of industrial and logistics space in Canada, anchored by the lands surrounding Toronto Pearson International Airport and extending through Brampton, Mississauga, and Vaughan.

Multi-Residential Development in the Greater Toronto Area

Multi-residential development spans the entire region, from Toronto's downtown core to dense suburban nodes including Mississauga City Centre, the Vaughan Metropolitan Centre, and Markham Centre. Properties near these commercial and industrial corridors are the ones most likely to require environmental due diligence before financing, redevelopment, or a change of use.

Why This Matters for Properties in the Greater Toronto Area

In the Greater Toronto Area, as in most established Ontario communities, a Phase 1 ESA is most often triggered by a property's proximity to active or former industrial, automotive, or fuel-handling uses, or by a proposed change to a more sensitive land use.

How a Phase 1 ESA Is Actually Carried Out

Interviews are conducted with the current property owner or operator, and where possible with previous owners or long-term employees, to capture institutional knowledge of past spills, storage practices, or waste handling that may not appear in the written record.

The final Phase 1 report presents the assessor's professional opinion on whether Recognized Environmental Conditions exist, and if so, provides a clear recommendation on whether further investigation — a Phase 2 ESA — is warranted before the transaction, financing, or approval proceeds.
